Registration Terms
The board administrator has requested that all new registered users must agree to the following terms before registering and using the services on this board. Please read the following terms and if you agree to them, select the "I agree" button found at the bottom of the terms.
By accessing the Samovar, you agree to the rules set forth below. These rules may be modified at any time without membership approval at the discretion of Society officers. These rules apply each and every time you access or login to the Samovar, and you reaffirm your acceptance of these rules each time you access or login to the Samovar.


The Rossica web site and the Samovar are sponsored by Rossica as an unofficial means of communication for Rossica members. We encourage guests to register and participate, but we do not owe access rights to non-members. Each guest will be considered on an individual basis for access.

The primary purpose of this board is to provide Rossica Society members information on Society and philatelic matters. This board may also be used to provide information that is considered useful to Rossica Society members in the conduct of their day-to-day philatelic activities, to include information on auctions, sales, sellers and buyers of philatelic material. Please note that the Society’s elected and appointed officers are NOT obligated to use or participate in the Samovar or any other activities at the web site.

By registering, you (the user) agree, through your use of this service, that you will not use this forum to post any material that is knowingly false and/or defamatory, inaccurate, abusive, vulgar, hateful, harassing, obscene, profane, sexually oriented, threatening, invasive of a person's privacy, or that otherwise violates any law. You agree not to post any copyrighted material unless the copyright is owned by you or by the Rossica Society, or you have obtained permission from the copyright holder. You also agree to all the terms of these board rules. Rossica members who register will identify themselves to the Webmaster upon registration as such. Guests are required to tell us who they are (a real name) and where they are from. This information will not be released except if required for legal purposes.

All posts, regardless of the poster's status (current member, former member, banned member, etc.) become the property of the Rossica Society.

The public side of the Samovar is not for bashing people, commercial organizations, foreign countries, Rossica or its officers, auction houses, countries, catalogs or anything else. If there is a gripe about eBay, forums exist where you can make your case. If Rossica members want to rally other members around their philatelic cause, they can use the Society Business forum, which is available only to Rossica members, and encourage more members to join and participate in that forum. Such entries will be pruned from the public side of the Samovar as required and may be moved to the Society Business forum or deleted. Repeat offenders who are Rossica members (they get one warning) will be banned for a period of time initially set by the Webmaster and, if required, the Rossica Executive. Any guest may be banned forever as a guest and no warnings are required. This has been and remains the call of the Webmaster with guidance from the Rossica Executive. It is perfectly acceptable and understandable that disagreements will arise, and there is nothing wrong with disagreeing with this individual or that policy, so long as things don’t degenerate into ad hominem attacks, but having those disagreements spill out into the open hurts the Society and serves no purpose other than to convince people they shouldn’t join an organization that wastes its time bickering in a public forum. There is nothing to be gained by airing dirty linen in public. Please follow the Board rules.

Please be advised that although U2U is considered a 'private' means to communicate with other members of the board, all U2U posts can be easily seen by anyone with access to the board. U2U postings will be deleted from the system on a monthly basis.

To use this board, it is not a requirement:
• to be a Rossica Society member to access the Public forums. You must be a Rossica member to access the Society Business forum.
• to register in order to view any postings in the Public forums.

To post a response on this board:

• You must be a member of Rossica or an invited and registered guest.
• You must register if you desire to post a new topic or respond to a topic.

Considering the real-time nature of these forums, it is impossible for the Rossica Society to review messages or confirm the validity of information posted. Please remember that no member of the Society actively monitors the contents of posted messages on a 24/7 basis and the Society is not responsible for any message posted. Any user who feels that a posted message is objectionable is encouraged to contact the administrator of the Samovar immediately by email. We have the ability to remove objectionable messages and we will make every effort to do so, within a reasonable time frame, if we determine that removal is necessary. This is a manual process, however, so please realize that we may not be able to remove or edit particular messages immediately.

Things you can do on this forum:

• Ask for help with philatelic related issues.
• Ask for help with usage type questions related to this forum, the Rossica web site, etc.
• Answer questions/concerns of other Samovar members.
• Post information that will be useful for future Journals.
• Post information that is INFORMATIVE to Rossica members.

Things you can not do on this forum:

• Register for the sole purpose of advertising a business or website (whether the business or website is considered appropriate or not);
• Harass other forum members verbally, through the forums, private messages, or other;
• Make blatant advertising posts on the forums;
• Consider this your personal blog. Comments should be relative to the topic being discussed;
• Post complaints. All non-Samovar complaints should be directed to the Rossica Executive via email or other contact means as outlined on the contacts page; Rossica members with a complaint against another Rossica member should submit their complaint to the Secretary and not post them on the site. We will not honor complaints posted on the Samovar.
• Use profanity;
• TROLL (seeing trolling explanation below).

Banning and IP Blocking. Any user who abuses/spams the forums will in most cases be banned after a warning, but we are not obligated to issue such a warning. Although the Rossica Society does not and cannot review all the messages posted on a real-time basis and is not responsible for the content of any of these messages, the Rossica Society reserves the right to delete any message for any or no reason whatsoever. You remain solely responsible for the content of your messages, and you agree to indemnify and hold harmless the Rossica Society with respect to any claim based upon transmission of your message(s). If banning a user is not effective in stopping abuse of the Samovar, the Rossica Society may invoke IP banning, which will disallow posting of material from specific domains or internet service providers.

Trolling. Trolling will not be tolerated. As defined by newsforge.com, trolling is described:
- As an individual who chronically trolls or regularly posts specious arguments, flames or personal attacks to a newsgroup, discussion list, or in email for no other purpose than to annoy someone or disrupt a discussion. Trolls are recognizable by the fact that they have no real interest in learning about the topic at hand - they simply want to utter flame bait.
- Like the ugly creatures they are named after, they exhibit no redeeming characteristics, and as such, they are recognized as a lower form of life on the net, as in, “Oh, ignore him, he's just a troll.”
The best way to deal with trolling is to ignore the troll, and if persistent, the troll will be removed from the community, either through user banning or IP blocking if the IP source is considered consistent with the trolling.
- Trolling is typically an argument or accusation that has no basis and rarely has any details to support the argument or accusation, other than an actual circular argument that never has an outcome. Trolling is often times associated with a "crusade." For example, if someone wants to defame someone they do not like or respect, they might purposefully post unfounded or unsupported accusations that might hurt that person's reputation.

Free Speech. The ultimate response to the 'free speech' argument is this: while you may have the right to say more or less whatever you want, you do not have the right to say it wherever you want. You may feel strongly about the fact that your neighbor has not mowed his lawn for two months, but you do not have the right to berate him in his own living room. Similarly, if a Webmaster tells a troll that he is not welcome, the troll has no "right" to remain. For members with a complaint against the Society or one of its members, there is a vehicle available to resolve the issue. Rossica simply will not tolerate this site being used to sling mud at the Society, its officers, or its members. If you find these restrictions objectionable, consider another web site to use.
