Scott #186 half-gummed - how could it happen?

Shown below is a stamp with only half of back gummed. How could it happen? Is it common? Known for other stamps of this issue? Or other issues? I collect stamps for 40 years and never saw anything like it. Means I was "lucky"?

Such displacement of gum- often meets, there was very bad control over quality of stamps.
There are whole sheets of this release to similar error!

Typically it is the edge of the sheet. I 've seen number of them.
