1916 Shanghai to Holland Questions

My name is Aaron Li and I am member of China stamp society, I recently acquired a cover (see attached) mailed from China Shanghai in 1916 to Holland and via Siberia railway, with two censor markings, one is in red and one is in blue. I have few questions on this cover
1. I have seen the red censor before, probably Petrograd Censor marking?
2. the blue one with #103 and some numbers are in top as well, is this one I have no clue, is this also Petrograd censor? if yes, why there are have two marking from the same city? If not, what city is this marking? Do you mind translate that for me? or if you have an example, could you send me a picture of scan?
3. Typically, we see Petrograd Julian dater as transit marking, but on this cover, it does not have the transit marking but only censor marking, is this normal?
4. Arriving dater of Amsterdam, looks like it arrived on 3/24/16?

Yes, both cancelations and the closure strips are from Petrograd. Sometimes a higher-ranking person has checked the work of another. A transit mark was not absolutely necessary and sometimes it is missing. Arrival postmark is 24.3.16.

Thank you for 241264hsv-fan for your answers! And I do have last question, do you have any sample of Blue Censor marking as this one shown on the cover? I tried to find one, but no luck so far, also what does it say on the chop? appears that it has some number at right hand side above #103.

There are no numbers above the 103. It is the tail end of the Russian word for censor. The handwriting near the wax seal says that the envelope contained one sheet of paper and a check.
