Is this item for real?

Quite possibly...might be a lifted cancel, but that's not apparent from the scan. Starting bid is a bit high for a repaired stamp though (IMHO).

I can see there a removed pen cancel ...

Under B in "Pochtobaya" and A in "marka"

Can't trust pieces of paper!

There was a definite crossed pen cancel which transects at the Crown.
So much for Expertizing and Certification!

Yep, I see the intersection at the center of the crown too. Thanks for pointing it out.

Would it be possible for one of our New York members to visit the Philatelic Foundation and determine who experized this stamp and if they used UV on
it?
Andrey - 12/29/2003 at 23:37
I think one of our New York members will stop by.

Auction ending today, so here is image of certificate also.
Jeff, please move this tread to a safe location (perhaps forgeries), we have all the images attached and there is no reason to delete it in few
months.

I sent an email to Abraham Seigel on 12/28 asking about this item. He has yet to answer. Interesting?

See attached postprocessed fragment of the image. It is self-explanatory. You really don't need anything else. Look at the line under the letter "B"
