What's the story on the unissued variant of the indigent children's issue of 1926--does this portray Trotsky as a child and was not issued when he fell from favor, or is there a more prosaic explanation?

An article from Mil'ken, translated by Dave Skipton for Journal 137 ("Child Welfare Set of 1926";).

The article states that one stamp shows a 20k portrait of Lenin as a 4 year old. Another stamp shows what was supposed to be a generalized picture of Soviet youth, but in fact showed the son of one of the Children's Commission managers. Trotsky was not a subject of any of the stamps.
