Not knowing anything about Russian sheets, I will offer some uninformed guesses to start things off. The numbers might be simple plate numbers designating which plate printed the stamp. The 'hack' marks, if in color, may be color registration marks. If the marks are lined up and spaced correctly, the colors on the stamp will be correct.

If the press sheet consists of (for example) four panes, only one pane will have the number and "hack" marks. The others will not.

Is this the variety? This "damaged wheel" on the 15k looks like a plate flaw.
