One more Post & Telegraph District?


In previous discussion (Post & Telegraph Districts, 7/8/2003)
the list of the different Districts have been composed .

Several months ago I obtained on ebay
Money Order Formular with different District (see picture),
namely . .-. .

I can propose that . means Siberian, but as far as I know
there was no such Post & Telegraph District.
Moreover this Formular have been used in Pskov,
and this town is situated far from Siberia.

May be somebody have any explanaition.

This is Money Order Formular, issued by S.Petersburg Post-Telegraph District. This particulary formular is used at 1915, when this district changed its name for Petrograd, but it was printed earlier.
The second character in "Spb." is "p" but not "i"
