To Ruza or not?


A seemingly harmless, free-frank letter was sent from the Moscow Provincial Pravlenie on 7 August 1889, via the 1st Dispatch Office, to the "Ruza Dvoryanskaya opeka."

However, perhaps it did not make it past Podol'sk, which indicates receipt of 7 August 1889. Apparently, the Podol'sk folks thought it was addressed to Podol'sk according to the manuscript on the back? They returned it (?) on 8 August and the letter was received in Moscow on 8 August 1889, via the 5th Dispatch Office.

Is there a logical explanation to be had here? Did this letter make it to Ruza?

What is the straight-line handstamp on the front? Does it indicate that the letter is being returned to sender?
