“modern rubbish” - the variable regional tariffs that were introduced in the 1990’s?

In another topic you wrote: the Russian Federation - there have been massive changes in the Russian postal system which have been largely ignored by
many collectors who shun "modern rubbish" I wonder how many of you have 1990's money letters (complete wth wax seals), Modern SPB or Moscow town post
stationery in your collections or for that matter even know of the variable regional tarriffs that were introduced?
If it is possible, could you provide example(s) or information on variable regional tariffs mentioned above? You may have the solution to a few small
mysteries in my collection where for no apparent reason the postage paid was more than the “normal”.

As I know, sirs Florenski's and sirs Serebryakov's research this theme & published in Russian langrage. They research provisional stamps and notes
in USSR & Russia prestamp art covers in separate regions of Russia. As I remember, they research never 20 regions (may be more, but I read this
only. In this articles they informed about this special tariffs. This articles was publish in “Philately” magazine in 96-02 years. Are they will plan
to use book or monograph – don’t know.
