Unusual (?) Leningrad postmark


This postcard leaves Pskov on 15.8.1932, passes through Leningrad 17.8.1932 and then, before departing for its final destination (Riga) picks up another postmark: Leningrad Narvskii P-H. What is the purpose of this last postmark and the meaning of the P-H acronym? There is an additional (indistinct) postmark on the cover with the same P-H notation, presumably from a different location. Any help would be appreciated.

I have seen P-H used as an abbreviation for raion.

It is raion. There's a great article on Leningrad postmarks by Lev Ratner in an issue of Sovietskii Kollekstioner, I can look up the issue tonight if you are interested.

Thanks for the help and the offer for the article of SC. Unfortunately the Russian language is a problem, but if the article is illustrated maybe I can follow.
(Unrelated to this thread, a question for I.S: have you received an e-mail from me, several months back, regarding a possible early use of the Koltchak issue?)
