These are postal rates for Russia in the 1990s.

1993 Dec Georgia joined

2005 Aug Turkmenistan downgraded its status to associate member

I own a special cover First Flight Kaliningrad-Copenhagen with a cancel 'Week of the Letter', October 25th, 1993. The cover has been franked with a 90 roubles postage stamp. The correct rate in October 1993 was 300 roubles. I would love to show you the letter, but I don't know how to upload an image.
Does anyone know why 90 roubles was enough?
Was there a special rate during the Week of the Letter? I own a few letters from the Soviet period with a Week of the Letter cancel, but none of them is underfranked.
Was there a special rate for this flight?
Or was 90 roubles the rate for printed matters? There is no 'Printed Matter' stamp on the cover.

Interesting.

This is about as philatelic as you can get. A ‘500 Years of Danish-Russian Relations’ stamp, on a cover with a first flight cachet, addressed to the SAS Philatelic Club and with a Stamp Day postmark.

Is there an arrival postmark, or anything else, on the back to indicate that this cover went through the mails?

The stamp was issued 17 Jun 1993. The question arises: for what postal rate was the 90r stamp issued?

There is an arrival stamp on the back: Copenhagen, same day: October 25th, 1993. I also own the twin brother of this cover: First Flight Copenhagen-Kaliningrad, also on October 25th, franked with the Danish counterpart of this postage stamp, worth 5 Danish crowns, and an arrival stamp Week of the Letter, Kaliningrad, October 25th, on the back.
I don't collect Denmark, and don't know anything about Danish postal rates. So this cover may be overfranked, underfranked, anything, without me noticing it. But I do collect the Kaliningrad Oblast and I get curious when I stumble upon an underfranked letter, philatelic or not, that has been delivered without problems.

At the time of issue the 90r stamp paid the airmail rate for international letters to most countries ("far abroad"). However, this only lasted for 6 days as on June 23, 1993 this rate was increased to 120r. In my opinion, the cover to Denmark never actually went through the postal system. Probably, it received "favor" cancels. It is impossible for an international airmail letter to reach its destination on the same day.
