1952 Moscow to Philippines

Assistance with rate. oversized cover from Moscow to Philippines. Registered, possibly airmail, with handstamp which resembles MEMAYHAPORHOE. Franked with 170K. Looking for details of rate whether surface or air, e.g., what is basic rate for ?? grams weight, and then additional rate for weights beyond the basic rate. Also, rate for registration. And if known, the exchange rate for Kopecks to US dollars in 1952.

On 10 June 1950 the international rates were reduced to the same levels as the domestic rates.

Ordinary letters: 40k
Registration: additional 70k
Airmail: additional 100k

МЕЖДУНАРОДНОЕ = INTERNATIONAL
