Minsk gub to Switzerland via USA
This postcard was sent from Russia to Switzerland via the USA in 1915. Some of the points of interest I can find on it are:
Posted in Gorodeya, Minsk gub, Gorodeisk vol prav, on 31 July 1915. Serial letter "g"
"T" applied since it was not the correct franking for a foreign card.
Petrograd 1st Dispatch Office transit,serial "r" machine type, 3 September 1915.
Censor mark on reverse.
Penn. term. sta., New York mark of 7 October 1915. Postage due 1 cent mark applied.
Basel, Switzerland arrival mark applied 27 October 1915 on a 5-cen. postage due stamp.
Manuscript "5c" top left apparently applied in Switzerland.

Was the Gorodeya cancellation applied twice because the first missed the "stamp"? Or was this standard practice at the time?

The first time was to cancel the franking. The second time was to indicate departure of the item. This was common practice.

In earlier times there were three - cancellation, arrival and dispatch.
The duplex due postmark applied at the Pennsylvania Terminal Station is called an "opera glass" by postmark collectors.
A very nice looking cover.
