Acromyms in USSR machine cancels

In bi-lingual machine cancellations of Tallinn and Riga during the 1980ís there are the acronyms PTK and DZP. I assume that these are the Estonian and Latvian language equivalents of ПЖДП but I would be glad of a confirmation and also to know what they stand for.

Could PTK just be a transliteration of pochtovo telegrafnaya kontora into Estonian and Latvian?
