USSR postage rates in 1991
I bought recently a 5k 1988 postal stationery cover that had a (further) 10k paid by the franking machine of a factory in Ukraine. The letter was
posted on 16 03 91 from Lugansk to Chasov Yar, Donetskaya oblast and would appear to be overfranked. There is no indication that the letter might have
been over the minimum weight. It is possible also that the pre-paid 5k stamp was ignored. I would be very glad of opinions on this. Thank you.

I think you will find what you are looking for in the post in this same area of Postal Rates with the poster by the name of "kiompie" entitled "Soviet
rates (my notes)". Look at the German table. It may be possible that the envelope was obsoleted as some are over time. Thus causing new postage to be
applied. I don't know. That will have to answered by some one else. Remember that is just about the time that the Ukraine was starting to try to issue
their own stamps and that the USSR was not yet ready to spilt up.
