Imperial Arms Sheet Question


Can anyone offer an explanation as to how this sheet came to be ...?

(The prevailing thought is that two panes of four were printed side-by side producing two sheets at one printing.)

The chain watermark is at the top and the bottom of the sheet - normal.
The printed stamp and the perforation are in synch with each other but at a noticeable angle to the watermark.

I assume that once the paper sheets had been created, they would be fed into the printing and perforation presses 'squarely' along the edge.

Somehow the same angle was used for all three processes - printing 1 and 2, and perforation.

Does anyone have any thoughts on the process that created this unusual sheet?
