Russian Orthodox Church is starting issuing stamps, etc.?

"Русская православная церковь начнет выпуск марок, конвертов, открыток и прочей почтовой и филателистической продукции на православную тему. Соответствующий договор о сотрудничестве был заключен между синодальным отделом Московского патриархата по взаимоотношениям церкви и общества и ООО "Церковная почта". "

The question is... what is it?... Will it be considered as official postage according to UPU rules, etc. I am not an expert in this area, it is just puzzled me...
Can somebody put this stamp as a postage and it will arrive to US without "postage due" cancel?

It's a little besides the point, but I have never seen "postage due" on modern US mail. I had my mail returned for insufficient postage only. How they actually collect postage due? It should be pretty costly!

ООО "Церковная почта" has no agreement with Russian Postal Service and I beleive it just misinformed church.

USPS does not check franking. Russian post pays for every mail item when passes mail to USPS. I had received letters franked with Nagorny Karabakh stamps.
