There are definitely differences between the two - look at the horizontal lines at the top and bottom of the outer circle line. On the right stamp the
upper right line seems to be at about the same height as the upper portion of the circle (12 o'clock); on the left stamp it is noticeably above the
upper portion of the circle.
In the white semi-circles around the center, there are print dots visible in the right stamp; these don't seem to exist in the left stamp.
There are lots of other differences too but these are what I saw in just a couple of minutes.
I will leave it to the experts to respond to the original question - unfortunately I don't have any expertise in this area.

If you read the description of the genuine versus the forgery and the facsimile in the Billig's Guide #33, there are number of points to look at
including size of the stamp. The stamp on the left fits all the criteria of a forgery while the stamp on the right fits the criteria of a genuine. The
only thing I could not do was measure the size.
A forgery will be 42 1/4:43mm in size and a genuine will be 42 1/4:42 1/4 mm in size
