Scott 249a - different sizes
I have two 7-rub stamps from the first USSR issue with the same perforation 12½ (Scott 249a) that appear to be of different sizes - between the
perforations; designs are of the same size. The smaller stamp fits unto the larger one like a larger one (imperf or with perforation 13½) has been
re-perforated. What is it - a benign size fluctuation, or a forgery or none of the above? Any opinion would be appreciated.
The stamps are of slightly different color and the smaller one has what appears an expert mark on back (capital letter "E").

You're quite right, RSFSR - the smaller stamp is neither 12½, nor 13½. Actually, I couldn't measure it at all - using my perforation gauge with ¼
tolerance I couldn't find any fit. Looks, like it's a fake irregular perforation - the detail below shows that the perforations were not torn off a
sheet, but rather cut with a razor or other sharp instrument. And may be the whole stamp is a forgery.
