Lot 390221900389 on eBay offers this cancellation never mentioned in any publications (to my knowledge). What is it?

Somebody scribbling with a pen. Is the stamp genuine? Even genuine letters
are sometimes defaced by the recipient. I have a very nice 10k Sc #10 franking on a letter to
Balta, except that someone decided to vent their frustrations on the stamp....
