1913 Registered cover

This is currently on Ebay:

http://cgi.ebay.com/RUSSIA-1913-Registered-cover-Italy-/3005...

I am a novice in Postal History, but..why is the cover unstamped? I don't see where one was removed.

Stamps on the reverse are very common on Russian covers in the first quarter of the XXth century or end of the XIXth century.
