Could anybody help with this postmark, especially the end of it "ВАЛ.У" - some UEZD?

Snezhkov (currently named Snizhkiv in Ukrainian) - village in Valkovskii Raion (formerly uezd) not far from Khar'kov (Khar'kiv). It can be found in Russian Wiki.

The relevant lines from the Kiryushkin list of Russian Post offices is:

5330 СН/ЖКОВО ukr KHAR Valki 1916.01 s vp-po
5712 СН/ЖКОВСКОЕ ukr KHAR Valki 1914.02 o vp

So the office was opened in Feb 1914 and converted to a PO in Jan 1916. As was often the
case, these small offices lacked the funds to manufacture a new marking. So the old one was used.

This is a wonderfully eccentric mark. Usually, the Uezd name was only given in cases
where there was another office with the same or similar name in the same province.
Such is not the case in Khar'kov Gubernia. The mark must have been made in a local
business not accustomed to making postal markings and unaware of the rules for doing so.
