I am attempting to research a Soviet era socialist counties postal organization with the Cyrillic initials OCC (in Latin characters OSS) that held yearly (or so it appears) postal ministers conferences in various Eastern Europe and Asia capitals. There are several commemorative stamps recognizing the organization. I append one from Bulgaria for an example.

I located several references on the Web:

My special interest is specific to North Viet-Nam; I own three multi-page accordion folded presentation folders, two of which specifically are inscribed OCC with the year and city where the meeting was held (Prague and Warsaw)

My specific question is the full name of the OCC and the English translation. Also any reference material that exist would be appreciated.

ОСС (cyrillic) - Организация сотрудничества социалистических стран в области электрической и почтовой связи. English translation "Organization of cooperation of socialist countries in the area of electric and postal communication"

This organization had periodic conferences of ministers of communication. Stamps referenced here were issued to commemorate such conferences.
