I have seen several expert certificates by D. Frankel from Odessa.
Any background on him. Is he legit?????

Member of Ukrainian philatelic expert committee.
One of the publishers of new philatelic journal "Русь".
PS. I did not see any certificates of his issued for not properly identified stamps.
