Control stamps


What was the original purpose of the RSFSR control stamps (Scott #AR7 -14, MI 130 - 37)? It seems that they were used as postage at about the same time they were issued (1918). Did they have another purpose besides postage?:umm:

Other countries issued saving stamps (also called thrift stamps), too. Perhaps better known in the US are WWI saving stamps (Sc. "PS" stamps). There is an entry in Wikipedia "Savings stamps."
