1866 5kop shifted background...not listed?

:DGreetings All!
Recently came across what I believe is a shifted background 1866 5kop Russia stamp. I see it listed in the Zagorsky catalog in imperf, but not perfed! Am I blind? Any comments would be helpful! PS: Stamp background is shifted to the right.

Shifted background- how do we define?

Have never figured out when a slight or insignificant mis-registration becomes a catalogable "shifted background". Is it 10%, 25% or 50%?

What do others use as a guideline?

Its like obscenity -- I know it when I see it! Seriously though, one measure will likely not due for all issues,
because of the wide variety in printing quality control. In this case, I would say its is significant, because the
arms issues up to the onset of WWI were done very carefully. Also, I have a collection of the 1-70k Scott 31-38,
HLP without thunderbolts from one of Faberge's Corinphila Auctions, and it includes such items as errors.

Or beauty is in the eyes of the beholder. That's great for dating but not for assessing value or desirability of a stamp. That is the allure of our hobby-everyone can collect what they desire.
