Never seen any like it. Neither Zverev nor Zagorsky mention anything like this in their caalogs. Zverev doesn't even mention perfs like this in the forgeries section for this set in his publication.

Ceresa in Postage Stamps of Russia, 1917-1923, Volume V, Section C1, Parts 13-18, 1921 Issues, Definitives and Provisionals, page 68-69 discusses these odd perforations.

Various issues are noted perforated 11 1/2, 10, 8 and 7 1/2. Several have consistent cancellations, others not.
