Here is one of the answer I received.
"Well, to start with, there's a stamp missing. The correct rate was, I think
35k, so there's a 30k stamp missing.
Second, there's a suspicious white area around the perfs, but the postmark
on the stamp matches the postmark on the cover.
Conclusion: the stamp was taken off the envelope, reperfed 10.5 and
replaced. The white area around the stamp is caused by the size loss during
reperfing: it was covered by the original stamp before reperfing. "
That is exactly what I had in mind !!!!
