Free Frank between postal entities


Attached are the front and back of a free-frank postal form between Valk and Zagnits from 1915.

Can someone translate the Russian and shed some light on the subject?

I wish I knew what the lottery was that generated this mail.

This item is addressed as follows:

FM: Chief of the Valk post-telegraph kontora
TO: Chief of the Zagnits post-telegraph otdelenie

Dated 12 February 1915

While not unusual, this type of item is not all that common, as far as what I have seen. If other members can add examples, please do so.
