Postal rates for cards
Is it anyone that know the time period for 30 kopek rate for card to other countries around 1940. I have a card sent with this rate in 1940.

A very interesting card! Pinsk, as I understand, was part of occupied Poland incoroporated into BSSR (Belarus)
