Air mail rates again


I have a letter sent by air mail to USA 14/8-1968, franked with 16 kopek. Is it anyone that know the splitting up of the rate (letter and air mail fee) and the period the rates was valid?

I cannot answer straight away but can offer the following:

1. it is quite possible that the letter fee and the air mail fee might be split if the post office required sperate accounting for letter fees and airmail fees.

2. I have a copy of the 1966 postal regulations and will check up on the airmail section to see if it was general practice. It might however simply be local accounting practice.
