1899 registration labels in Moscow - question

in an article by Lev Ratner issued in the British Journal of Russian Philately (vol 87, pp. 5-19) the author states that in several cities like Riga, SPB, and Moscow there have been different forms of the registration labels used in 1899. Then he mentions a cover presented by Harry v. Hofmann in his book which bears a label in the Moscow UPU type in 1899 and suggests, that the use of this label on this cover may be a fake (I attach a scan of the respective text).
I found this interesting because there are four covers in my collection which were posted in 1899 and which show different forms of the UPU type labels. Because it is impossible to post here more than one scan I add them in additional postings.
Is there anybody who may help me with additional information.
