Negative seal stamp?
More importantly, what exactly is a negative seal stamp? Certainly not a regular issue stamp. Auction starts at $400 and comes with a Faberge
certificate.

Not quite. The seller says it is from the previous collection of Faberge AND there is a photo certificate. The writing does appear to be that of
Faberge. I wonder who did the certificate.
It looks like a zemstvo with the cancellation being what is called a "negative" since it is inverted - dark where light normally appears, etc.
I cannot see enough since the resolution of the image is very low to make any suggestions as to what the cancel reads.

The notation underneath states: "Cancellation of Striganskoe Volostn[oe] Pravlenie" [Striganskoe local administration]. Looks like it is what is
written on the cancellation.
