The First Non-State Picture Postcard - censorship in SPB


On the Rossica webpage one can find a nice accumulation of early picture postcards including the 1895 series from Moscow which is characterized by censorships http://www.rossica.org/Members/Articles/Articles/combs/postc...

I always thought that this censorsship was a short lasting phenomenon in Moscow but now I have found two postcards issued in St. Petersburg in 1899 which show a comparable notion on the card. No idea why it was added to the cards.
Both cards are depicted "Souvernir de Russie" and display rural scenes. The cards were issued by A. Malevinskij, SPB. I add a scan of the censorship and in a second message one of these cards.
