I have never seen the rubber stamp mark with the large X as shown on the back side of the cover of 1987 posted in Kiev. See images in http://www.rossica.org/Samovar/viewthread.php?tid=1675 posted July 7 by kiompie. Likewise I had not seen the FILOBMEN USSR-KIEV marks and wondered what a Google search might yield. In case it may be of interest to some, a Babelfish translation of the one result produced: “It is temporary, to the production of gluings, is permitted to shape post sendings on the free philatelic exchange of inscription "Filobmen””. I suspect therefore that the marks relate in some way to the conditions attaching to the official exchange of mint postage stamps with collectors outside the USSR. Can anyone offer definite information on the FILOBMEN marks?
