Another Pocht Agentsvo


Attached is an image of the front of a registered
cover from a temporary (Vr.) Pocht Agentsvo
in Perm", in April 1929(?). Looks to be at a fair in the official museum, perhaps an art museum, but I can't quite read
the reg'y label. This is the nicer of two items that appeared
on ebay -- it sold for a good price. I bought a non-registered
cancel with the same cancel, so there are at least two of these,
both used locally.

Questions--
1) when andf where were Pocht Agentsvo offices used? Previously, examples have been rural areas. This is also the first seasonal example I've seen.
2) Both of these were used in April, not the usual thing for seasonal offices, mostly used in summer. Was "Vrenemoe" generally used for fairs, rather than actual seasonal offices?
3) What about the form -- seems pretty eccentric -- any other examples of something similar?
4) What is the meaning of the "IV Okr(ug) Cezd Covet" at the bottom? Something soviet, presumably.

David Jay, I had seen those two nice items when they went up for auction. Congratulations on your purchase. :hoho

The only information I can offer on your cover is that the cancel is listed as special cancellation #11 in the 1963 Soviet catalogue of special cancellations. Maybe someone will offer to translate the details in the photo that follows:

Text, FWIW: 1929. 17 22 April. 4th Perm okrug congress of Soviets. Post office in building of the regional museum. Cancellation stamp. Struck in violet.

David Jay and Vasia, I can add little article from old journal "Soviet Collector" (Sovetskiy Kollektzioner) #3-1932 (page 55). Please see scan below.

Sorry, but my English is terrible and I can`t translate whole article.

Important information which wrote there is:
"Postmark is being kept in Perm P.O. (data of 1932 year) and NOT DESTROYED by saw"
